  Courbevoie 2011 - maintenant Khaled is an Executive Manger expert in rail projects. Before joining EY, Khaled was Project Manager in the firm Réseau Ferré de France (RFF), the French public railway agency. He was in charge of the financial aspects of tender process of massive rail PPPs in France. Prior to joining RFF he was Senior Credit Analyst at the German Commerzbank group in Paris.
  - The Makkah Mass Rail Transit (MMRT) project entails the design, build, financing, operation and maintenance of four lines of around 113km ($15bn) in the city of Makkah. The project will aim to ease the chronic congestion in the city of Makkah and is envisaged, to provide integration with the existing and proposed intra- and inter-city transport corridors including Haramain High Speed Rail (HHSR).
  The client is BAC is a public company that has been established to lead the development and investment activities of the Holy Makkah Municipality, and to take the change of the urban development of the Holy City. As part of its assignment BAC is leading the development and procurement of MMRT project.
  Khaled is currently the MMRT project manager responsible for the day to day relationship with BAC, the procuring public authority.
  
  Khaled advised RFF (his former employer) on the funding competition and the Closing.
  - High Speed Rail Bretagne Pays de la Loire is an availability based PPP consisting in a 200km high speed link between Le Mans and Rennes in France with three connections running for 20km to the existing rail network. The project is the first high-speed rail project procured under French legislation allowing availability payments. The PPP length is 25 years including a construction phase of 5 years followed by 20 years of operation and maintenance phase. The overall CAPEX of the project is around USD 5 billion.
  Three pre-qualified consortia led by Bouygues, Eiffage and Vinci submitted initial offers in December 2009 and final offers in October 2010. The Eiffage-led consortium was selected as preferred bidder in January 2011. The project succeeded in reaching the Financial Close on July 2011.

• Réseau Ferré de France - Project manager PPP

  LA PLAINE SAINT DENIS 2007 - 2011 In charge of the financial aspects of the tender process for the GSM-R PPP (€ 800 Mn) project as well as High Speed Line (HSL) Le Mans-Rennes( € 3.5 Bn), HSL Nîmes-Montpellier (€ 1.5 Bn) bypass, and HSL Tours-Bordeaux (€ 7 Bn) PPP projects.
  - Supervise the development of the project business cases: finance modelling and economical modelling.
  - Negotiate with the public organizations in order to secure the public financing
  - Supervise the drafting of RFQs, RFPs and all the documentation related to the negotiations with private candidates and public counterparties including ministries and local governments
  - Prepare the research information including PPP best practices and PPP latest project financing techniques as regards to the global financial crisis
  - Prepare project management calendar and strategy
  - Training of junior resources to PPP techniques
